Nuggets from the Research Handbook on Climate Change Adaptation Policy (2019) (1/4)

The following are some nuggets I gleaned from reading the Research Handbook on Climate Change Adaptation Policy, edited by E.C.H. Keskitalo and B.L. Preston (2019). I'm not attempting to summarize all the various findings, just noting things that resonate with me or inspire questions. It's a five-part book, so I will break this up into four posts: (1) parts one and two (intro; theory); (2) part three (policy at different levels/in different contexts); (3) part four (sector-specific/cross-cutting perspectives); (4) part five (conclusions).



I. Introduction

Introduction: understanding adaptation in the context of social theory (E.C.H. Keskitalo and B.L. Preston)

The authors say we need to take a step back and look at our underlying theoretical assumptions before analyzing or evaluating adaptation policy.

Social science/theory tells us:
  • Knowledge alone is not enough
  • "Learning cannot per se be assumed" (e.g., facts leading to action cannot be assumed)
  • Asking "Where can we go wrong?" can reveal underlying political limitations, competing priorities, and related trade-offs (p. 16)
Other things that resonated with me as very true/worth pondering:

If there's no dedicated adaptation funding, adaptation falls to the bottom of the political agenda.

Nobody has a good definition of "transformation" (resilience theory). Are criteria for transformation inevitably normative? (Favoring a certain kind of transformation, or favoring transformation over incremental change?)

How can a clearer definition of "transformation" help move us toward better adaptation policy? It doesn't tell us what triggers transformation (either transformation generally or the certain kind of transformation we want to see).

(1) The evolving interactions between adaptation research, international policy and development practice (I. Noble)

These are the author's descriptors of the stages in the evolution of adaptation policy (Table 1.1.) with the first item under each header in parentheses (the primary concept that arose in that stage):
  • 19th c. early scholarship (Identifying the greenhouse effect)
  • to 1965 (Can we model weather?)
  • 1966-1989 Humans can affect Earth systems (First voices for adaptation scholarship)
  • 1990s Mitigation is the priority (Focus on impact assessment)
  • 2000-2005 Proactive adaptation is needed (Frameworks for adaptation action)
  • 2006-2010 Who will pay? (Social vulnerability)
  • post-2010 Just get on with it (Underlying drivers of vulnerability)
The latter five categories are section headings in the chapter.

In the 2006-2010 section: at first there were few estimates of the financial needs for adaptation, it was just assumed they would be a lot cheaper than mitigation (GHG reduction). Then Nicholas Stern said in 2007 poor countries could sustain losses greater than 10% of their GDP because of climate change. Subsequent analyses produced higher projections. People stopped saying adaptation would be cheaper than mitigation.

Speaking of costs: someone at Brazil's Climate Change Research Group at the Ministry of Science and Technology posted the entire Stern report, or at least 662 pages of it (Amazon says it is 712 pages). The eBook is sold by the publisher for $84.

When people realized you couldn't pick a fixed end point for adaptation as a goal, they started zeroing in on the importance of assessing people's adaptive capacity, shifting from a focus on people's "end-point" to their "starting-point." This was a social vulnerability frame which clashed with the more prevalent risk-management frame, which was having trouble (still has trouble) monetizing and therefore largely ignored intangible gains and losses (life, human potential, like that) that are important in social vulnerability approaches.

In the post-2010 section: adaptation is not limited by lack of funding as much as "the social costs and consequences of changing livelihoods, of relocating homes and losing cultural assets." The author specifies that this is true in developing countries. I would say it is probably true everywhere.

The author points to different frameworks for avoiding maladaptation, recommending especially Stephane Hallegatte's 2009 framework for identifying robust adaptation options (Strategies to Adapt to an Uncertain Climate Change, in Global Environmental Change).

I've always referred to adaptation as the dinghy bobbling along behind the bigger, better-funded boat of mitigation, but the author sees them as twins, though adaptation is still lesser: "[a]daptation will likely remain the neglected twin within [international] negotiations." He sees it losing out to the "noisier mitigation sibling."

II. Theoretical frameworks and systems relevant to climate change adaptation policy research

(2) Challenges associated with implementing climate adaptation policy (M. Howlett, I. Mukherjee, S. Fritzen)

"Adaptive co-management (ACM)" is a new bit of jargon for me. Adaptive management + collaboration (presumably with groups outside your agency/organization). I don't know how I missed it, it's been around a while - in 2012 an article came out asking "is ACM a success?" (Adaptive Comanagement: a Systematic Review and Analysis - Plummer 2012). I have to wonder if anyone does non-collaborative adaptive management. If they do, it must be on a very small geographic scale, like, managing a turtle pond in your own back yard.

The chapter defines a "stakeholder"for a policy as "someone potentially concerned by, interested in, important to, or having any power over the policy being initiated." When I define stakeholder, I include those who are affected by the policy regardless of their level of awareness of, concern about, or interest in the policy. This definition points only to those already concerned about a thing, or potentially in a position to influence a thing. These are the people who may come to the table of their own accord, requiring no outreach. If that's all you've got at the table, you need to do better.

(3) The role of law and legal systems in climate change adaptation policy (J. Wenta, J. McDonald)

The South African Constitution from 1996, a visionary document by many standards, includes a right to a healthy environment. Adaptation measures can be predicated on this constitutional right. For reference/inspiration, here is the text of that part of the SA Constitution (Ch. 2, Bill of Rights: Section 24, Environment):

Everyone has the right: ­
a. to an environment that is not harmful to their health or well-being; and
b. to have the environment protected, for the benefit of present and future generations, through reasonable legislative and other measures that ­ i. prevent pollution and ecological degradation; ii. promote conservation; and iii. secure ecologically sustainable development and use of natural resources while promoting justifiable economic and social development.

According to this 2016 Harvard Environmental Law Review article, the constitution also gives broad standing to "[a]nyone acting in the public interest" -- anyone can seek remedy in the courts on behalf of the public if they feel this right has been infringed. A beautiful thing, if it can be made meaningful in practice.

A note on the hazards of bottom-up decision making: "There is [...] a risk that devolving adaptation measures to the local level fails to account for externalities, particularly relating to public environmental values." -- This is important to remember if you are prone to saying "mitigation is global but adaptation is local." It might BE local but SHOULD it be, only and always?

(4) Moving from incremental to transformational change in climate adaptation policy? An institutionalist perspective (J. Munck af Rosenschöld, J. G. Rozema)

The "new institutionalist" descriptor is new to me. "New institutionalism" considers the influence of institutional settings when considering human behavior. Wikipedia's "New Institutionalism" article says it's a school of thought focusing on how institutions interact with and affect society.

The authors want to discuss how institutions slow down adaptation ("[o]ur goal here is [...] to explore the role of institutions, both formal and informal, in slowing down changes in adaptation"). Formal institutions are rule systems; informal institutions are "the context in which adaptation occurs and new strategies emerge," such as societal norms and cognitive scripts.

This chapter repeatedly advances the presumption that transformational adaptation is better than incremental adaptation. Big changes = better. "Move fast and break things," I guess.

I'm hoping this book at some point deals with the question of defining effective adaptation and criteria for measuring effectiveness. Is any intentional adaptation by definition successful because it was attempted? So far that seems to be the working definition.

(5) Enabling conditions for the mainstreaming of adaptation policy and practice (D. Russel)

This chapter introduced me to the idea of integration (of policies, administrative bodies, etc.) being either positive or negative. Negative integration is where the goal is avoiding conflict, where the parties just "rub along together," whereas positive integration is focused on achieving collective goals, perhaps entailing compromises on the part of the parties involved, either on their own goals or their ways of working. The latter is the more difficult kind of integration, and probably more effective, but the former ("rubbing along") is more common. And, better than no integration at all.

Here's an interesting question: can mainstreaming be transformational? Or is it by definition an incremental approach? (The author points to one study on this question, "Is mainstreaming transformative? Theorizing mainstreaming in the context of diversity and deliberation" - J. Squires 2005).

Oooh, another new word for me: "problematique." Wikipedia says it refers to a "meta system of problems" inherent in global problems, and it's another way of saying "wicked problem" (or "mess").

"While society-based approaches [to mainstreaming] have yet to be discussed in relation to climate change adaptation, their focus on the behaviour of actors in wider society fits the adaptation problematique well because [...] it requires coordinated action among a myriad of stakeholders across the public and private spheres of society." 

(6) Unpacking the potential role of social learning in adaptation policy (G. Cundill, B. Harvey)

This chapter defines social learning as: "a change in understanding that goes beyond the individual to become situated within wider social units or communities of practice through social interactions between actors within social networks" (citing Reed et al. 2010, "What is social learning").

Adaptive management used social learning to address uncertainty by treating policies as large-scale, multi-decadal experiments.

Collaborative management used social learning to resolve issues between stakeholders and build consensus for collective action.

Adaptive co-management brings together adaptive management's "learning-by-doing" emphasis and collaborative management's collective/inclusive decision-making emphasis.

A participatory process is not necessarily an example of social learning.

Power dynamics between actors may be at the root of a less-powerful person adopting the position of someone with power, and that factor is not sufficiently studied in social learning theory. Some forms of deliberation might be better than others at addressing power differences between participants.

(7) The Promise and limits of participation in adaptation governance: moving beyond participation towards disruption (A. Oels)

The author asserts that stakeholder-driven processes reproduce the status quo.

To her, disruption > participation, if social transformation is the goal. She defines transformational adaptation as (a) desirable, (b) addressing the roots of vulnerability by changing "the system."

She contrasts the theories of Jürgen Habermas, who has an optimistic view of public participation (that it leads to a rational outcome), and Michel Foucault, who has a pessimistic view of public participation (the status quo wins, the roots of vulnerability go unaddressed).

Habermas' public participation that results in a rational outcome takes place in an "ideal speech situation" where both fairness and competence are evident. In the presence of these things, the "better argument" wins. The roots of vulnerability are addressed, and the most vulnerable are protected.

Turning to Foucault, we see how the fairness criterion cannot be met because speech is coded with power - it is gendered, learned, exclusive. Cultural norms are reproduced in the deliberative process just as in everyday interactions. There is always a power struggle in a deliberative process. One particularly convincing truth or set of truths wins. The vulnerable who are convinced they are not vulnerable (or, maybe more often, are convinced they can't do anything to reduce their vulnerability) decide not to go with the business-as-usual path.

Better outcomes can be achieved, perhaps, if the "vulnerable" are brought in as co-leaders at the beginning of the deliberative process so that they aren't cast as the less-powerful being brought in only as participants in the process designed by the more-powerful. (This is stakeholder engagement 101, and should be obvious, in my humble opinion.)

Unless there is a "systemic shift in dominant constellations of power and knowledge," the status quo is upheld by public participation in a deliberative process. There might be incremental change, but nothing more. That systemic shift is what the author refers to by "disruption." One form this disruption might take is in the performance of new realities ("performatively enact[ing] new realities"), such as when undocumented immigrants assert rights they don't officially have in their adopted home country.

Fantasy, theatre, and role-play can help bring about these systemic shifts. Therefore, our public processes around adaptation should incorporate these elements. (This sounds like the participatory scenario planning process, where two critical deep uncertainties are interplayed and resulting near/mid/distant future "headlines" and response actions are brainstormed. It helps participants explore multiple plausible futures-of-concern.)

The author makes an interesting pitch for resisting instead of adapting. She supports the idea of residents of low-lying island nations not just migrating away, but asserting that they will not be moved -- performing a new reality wherein the loss of their land is not inevitable -- and so potentially fueling a stronger push for greenhouse gas mitigation.

(8) Research methodology for adaptation policy analysis: embracing the eclectic messy centre (M. Purdon, P. Thornton)

This chapter is written in extremely dense jargon interspersed with sentences like "When you are hungry, it seems reasonable to assume that you are thinking about food." One take-away I gleaned: stand-alone case studies alone are not enough to draw conclusions about how/why adaptation policies are developed: comparative methods are needed. Another: informal institutions matter, especially in the developing world.

Red-Letter Day for California Adaptation Planning: SB 379 is Law (and Some Other Good Legislation, Too)

Yesterday (Oct. 8, 2015) California's Governor Jerry Brown signed into law Senate Bill 379, requiring cities and counties to include planning for climate change impacts in their general plans starting in 2017.
SB 379 was proposed by Senator Hannah-Beth Jackson of the 19th Senate District (including all of Santa Barbara County and western Ventura County).

The title of the bill reads like a strange little haiku:

Last night I attended a sea level rise planning discussion (part of the Here. Now. Us. project) in Marin County, a county where you could say the default political persuasion was left of "Hippie," and found myself sitting next to not one but TWO climate change denialists. These people spent every minute of airtime they were allowed expressing concern that people are concerned about climate change (because of its illegitimate science, it is too expensive, we are already doing enough to respond to flooding, etc.). So I think this bill takes a bold stride forward. It explicitly uses the words "climate change" and "climate adaptation" -- phrases that provoked loud scoffs from the vocal duo I met last night. Let me offer the strangely titled-with-a-haiku SB 379 my own haiku in thanks:
With a clear task list
you ask us for foresight so
our children are safer.
The Governor also signed two other bills by the same senator yesterday, both concerning oil spill protections: SB 295 Pipeline safety: inspections  and SB 414 Oil spill response.

These other two good bills were also signed over the last two days, upping the ante on the state's GHG reduction goals and inaugurating representation of vulnerable populations on the board that oversees the state's main GHG reduction measures:
So now in the article of California's Health and Safety Code that deals with the make-up of the Air Resources Board, Section 39510 (e) reads:
"The Senate Committee on Rules and the Speaker of the Assembly shall each appoint one member to the state board who shall be a person who works directly with communities in the state that are most significantly burdened by, and vulnerable to, high levels of pollution, including, but not limited to, communities with diverse racial and ethnic populations and communities with low-income populations."
That is indeed another step in the right direction. Part of my 2009 Master's thesis was devoted to the "lessons learned" from the failed Environmental Justice Advisory Committee (EJAC) mandated by AB 32, the California Global Warming Solutions Act of 2006. That committee's participation in the initial roll-out of AB 32 resulted (as of 2009) in a lot of anger on both the EJAC and the ARB. A lot of the roll-out process was already determined by the time the EJAC was formed, setting the committee up for failure. Having actual front-line community representation on the ARB should improve trust, and hopefully the health outcomes of our state's most vulnerable populations.

Also noteworthy in state adaptation news-- today the California Natural Resources Agency released the 199-page draft document "Safeguarding California: Implementation Action Plans" for which it is holding public comment sessions in Oakland, Sacramento, and Los Angeles.

California’s Adaptation Clarion Call (the re-post, with updates)

"Decision makers must expect to be surprised with increasing frequency."
- National Research Council 2009 report, Informing Decisions in a Changing Climate, as paraphrased by Alice Hill, Senior Advisor for Preparedness and Resilience, White House National Security Council.
“Plan for surprises” is a sentiment I’ve seen expressed in various contexts regarding climate change, and it was repeated last week at the California Adaptation Forum’s second day opening plenary by Obama adviser Alice Hill. It was a laugh-line. Surprises, by definition, can’t be planned for.

In a graduate seminar on climate change adaptation in 2010—amid complaints about the popular denial of climate change—I asked my classmates: who has an earthquake kit at home? Two out of ten. I would revise the National Research Council’s order: “decision makers must expect human denial of the element of surprise.”

The California Adaptation Forum (CAF) was a clarion call organized in Sacramento (Aug. 19-20, 2014) to shake California’s political decision makers out of denial and into action.

California has been a world leader on climate change mitigation, aggressively regulating and reducing greenhouse gas emissions, a push initiated by State Senator Fran Pavley with her landmark bills in the Assembly, AB 32 (2006) and AB 1493 (2009). I visited Senator Pavley in her office in 2012 to ask her if she had heard anything from her constituents about climate change impacts or was otherwise aware of these impacts and considering any legislative responses. From her response, I got the impression she is still at square one fighting the “climate change is real” battle in her political circles.

So, two years later at the CAF, a few blocks from Senator Pavley’s office, I was pleased to hear eminent state leaders on greenhouse gas reduction like the California Air Resources Board’s Chair, Mary Nichols, and the Governor’s Office of Planning and Research Director, Ken Alex, talk about the importance of preparing for climate threats. The 816 registrants from a breadth of sectors and local to international-level organizations attended 38 sessions and four plenary panels over two days, organized by the Local Government Commission, a private non-profit, in partnership with the State of California. One third of the attendees represented either local or state government offices. Another third represented nonprofit organizations, many of which work closely with local government. Academic representatives came in at 5% of the attendees.

Of the four large adaptation-specific conferences I’ve attended in recent years this was the first emphasizing local solutions at every opportunity. The others I’ve attended (Three Degrees in 2009; the Second International Climate Change Adaptation Conference in 2012; the first U.S. National Adaptation Forum in 2013) all featured an initial presentation of the scariest, latest scientific findings with the bottom line “Did you think we were screwed? Well now you know we are.” We dwelt in the shadow of those projections through the rest of the conference.  Rightly or wrongly, the CAF downplayed the role of climate science.

An aside: there was one science-focused session in the program— I was proud to be the moderator of a panel on the connection between fog and climate change, focusing on its importance as a source of water and cooling. The four scientists on the panel were determined to keep the mood light and positive, featuring fog special effects from a block of dry ice and carafes of hot water, but still got down to the question of whether winds driving upwelling and intensifying fog will outrun climate warming, which may be reducing fog (a trend that has been traced over the past 50 years on the California coast by Johnstone and Dawson, 2010).

Mainly, the CAF sessions presented stories from the field—active projects, lessons learned. The sessions I attended were accessible and interactive, all allowing between 10-30 minutes for questions. Colleagues echoed my impression that attendees had their ears open, were using their beginner-mind (not expert-mind), and didn’t push individual agendas. Their attitude was “I’m here to learn if I can. I’m here to help if I can.”

The California Secretary for Natural Resources John Laird’s morning address on day two was the highlight of the conference for me. Secretary Laird described specific situations from his past as a local politician when he had to push back against angry constituents to make the right decision for the long-term health and safety of his community, such as closing a structurally vulnerable community services center in anticipation of a storm despite strong protests; the storm caused the roof to collapse and his constituents thanked him for not backing down. Laird also communicated a vivid framework for organizing in anticipation of climate change by talking about his time as executive director of the Santa Cruz AIDS Project in the early 1990s, having to assemble resources in advance of things getting worse. Think about it: what did community organizers do in the AIDS crisis? They did mass, urgent, public education targeted to the most vulnerable; created a professional specialization to push research to the edge; made community art—like the AIDS Quilt—displaying visible, clear, accessible representations of the losses already happening, warning against complacence; and aggressively raised funds to create institutions to support the victims and their loved ones. What if we did the same for climate change? What would our quilt look like?

As for what’s next for California, Michael McCormick from the Governor’s Office of Planning and Research, one of the state partners who developed the CAF with the Local Government Commission, reports:
…[t]he State will be working with the Local Government Commission to distill what we heard into some near term actions that focus on cross-sector/cross-organizational strategies. We’ll also continue working together to ensure the momentum started here will continue towards the 2015 National Adaptation Forum and the 2016 California Adaptation Forum.

Farmland in Flux (the re-post)

Farming may be the most adaptable industry, but are farmers reacting to the right signals?

I don’t know all the reasons why people go into or stay in farming. I grew up in a rural, isolated farming region of Northern New York where dairy farming was a family tradition, providing a stable (not booming) income for many. It isn’t my impression that farmers go into farming for the large profit margins. But neither do farmers farm in order to stay poor: they are market-savvy. They respond—perhaps first and foremost— to price signals. For example, right now almond prices are soaring because of increased demand (especially from China) and the collapse of bee colonies: even with the ongoing threat of bee colony collapse, the increasing price of almonds translates to fields of row crops being converted to almond orchards.

The other main signal that governs decisions is weather. Farmers watch weather, or the present condition of climate variables and their interactions over the short term, measured in minutes to months; but not necessarily climate, the pattern of weather over the long term, often measured in 30-year averages. Right now the main source of almonds for the world, California, is experiencing an epic drought. 2013 was the driest year in the state’s recorded history. As a result, almond trees are being turned into wood chips. And yet where irrigation is possible the transition from row crops to almond orchards continues, such as in the north of California’s Central Valley, according to Eric Parfrey, Yolo County’s principal planner. It’s a constantly shifting balance of variables, with long-term climate considerations given relatively little weight.

Constantly playing the short game, weighing a spiking price against a diving water table and disappearing pollinators, may leave farmers unprepared for long-term climatic shifts.

That is where government might step in. Governments could provide guidance and protection for farmers wanting to take risks in the interest of preparing for future climate, perhaps acting counter to their short-term interests.

However, one researcher, UC Davis’ Meredith Niles, finds that in California’s Central Valley some farmers consider “climate policy risk,” or possible losses from government policy intervention, a greater threat to their way of life than physical climate risk (Niles, Lubell, & Haden, 2013).

In fact, Niles’ study shows that past negative experiences with government environmental policies affecting their farms is highly correlated with farmers’ skepticism about climate change. Even if they have seen evidence of climate changing, negative past policy experience makes some farmers more concerned about climate change policies than climate change impacts.

Given the fact that farmers are primarily engaged in autonomous or spontaneous adaptation (because of the relative strength of short-term price and weather signals), how can farmers be encouraged to prepare for the long-term climate future? Given farmers’ resource constraints it may not be possible.

But things might not be as bad as they seem. The ongoing adaptation required of farmers may be enough to carry them successfully into the future, as long as they are willing to plan flexibly, transition crop type and variety, change irrigation practices, and otherwise change practices in response to conditions. An empirical study published in May 2014 shows that over the long-term farmers’ autonomous adaptation may be sufficient to maintain or even increase profits in some cases (Moore & Lobell, 2014). Stanford researcher Frances Moore looked at profit and yield reports in Western Europe (12 countries) between 1989 and 2009. She and her research team studied five crops (wheat, maize, sugarbeet, barley, and oilseed), comparing fluctuations over the short term versus the long term, presuming that the long-term period would capture the effect of more permanent adaptations (such as selling off increasingly unproductive land or investing in new irrigation technology), and considering projected climate change with and without those long-term adaptation effects. In all cases, yields show a decrease under climate change, even with all adaptation options in play. Adaptation moderates the negative impact of climate warming on yields, but doesn’t completely erase it. However, farmers respond more to price signals than yields, and in the projected future climate, average farm profits are shown to decrease 2.3% without adaptation – and increase 1.5% with adaptation. Farmers may not be farming for the large profit-margin, but they should be influenced by news of the possible increased profits from long-term adaptation.

Talking to Frances Moore about her results, I gathered some of her “take-aways” and thought about them in the context of California:

Farmers are interested in profit more than yield, so if the wheat yield goes down because of climate change, that doesn’t mean they will stop planting wheat (reminiscent of the phenomenon of the almond orchards in the Central Valley); costly adaptation actions or costly losses from heat will balance out if the price of the crop is high enough;
Farmers generally are more accustomed to adapting to rainfall fluctuation than long-term rising temperatures;
Whatever farmers say they believe about climate change may not line up with actions they take in response to climate change.
“Farmers are sensible people. They are going to respond to changes,” states Moore, “and to the extent they do, that’s adaptation.” But will they anticipate change enough? Will climate projections bear enough weight for them (relative to price and weather) for them to keep their farms going over the next fifty years of climate disruption?

The answer will not likely come in the form of a desktop study, but in farmers being engaged in the process of assessing climate risk and ways to act in anticipation of losses or opportunities for gain. If farmers are shown ways to increase long-term profits through long-term adaptation, it may avert costly investment in crops that cannot survive under the future climate. They just—somehow— have to be allowed to come to those conclusions on their own terms.

The California Climate and Agriculture Network, which works closely with Central Valley growers, has issued a set of comments in response to the state’s draft climate adaptation strategy Safeguarding California, imploring the state to shift its emphasis from research to outreach and technical assistance. The California case for beaver reintroduction is picking up steam.

Specifically, the case is being made for the benefits of beaver dams and their ponds to California’s high Sierra, where a disappearing snowpack is threatening the state’s summer water supply—and overall economy.

Not all beavers build dams, and not every place beavers go is a suitable location for dams. However, where beaver ponds are found, there are higher water tables that benefit grazing animals like cattle, deep, cool ponds that benefit juvenile fish, and, when people are present, the aesthetic benefit of “watchable wildlife,” according to Brock Dolman, Director of the WATER Institute at the Occidental Arts and Ecology Center, and advocate for the strategic fostering of beaver populations in California.

California faces peculiar beaver-reintroduction barriers not faced by other western states where people are starting to think of beaver ponds as a landscape restoration and surface water retention tool, like Arizona, Colorado, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. And drought-plagued California might gain particular benefit from a new surface water retention tool. Hydrologist Suzanne Fouty, of the U.S. Forest Service in Oregon, said in the 2014 PBS Nature documentary “Leave it to Beavers:”

The bottom line is, [beavers are] your ace in the hole. […] If the snowpack’s coming off earlier and ranchers want water, then we’re going to have to figure out how to keep it on the landscape, because it’s no longer going to be stored as snow in the mountains, and what beaver do […] is they create these little savings accounts, […] no longer as snow, but as surface and groundwater.

Beavers? In California?

Joseph Grinnell (in a 1937 University Press publication) and then Donald Tappe (in a 1942 California Department of Natural Resources publication) brought in the idea that the mid-1800s “fur rush” had pared back a beaver population that was limited to inland valleys. Then, in 1988, evidence of ancient beaver dams was found in the high Sierras that carbon dated back to 580 CE (Novel physical evidence that beavers historically were native to the Sierra Nevada, C. James and R. Lanman [2012]).

Further research, including a 2012 California Fish and Game piece by Lanman, Dolman and others, is showing evidence of beaver range extending across most of California, but what Dolman calls the “beaver blind spot” remains thanks to Tappe and Grinnell. Researchers working on the new maps of beaver range in California speculate that coastal and high Sierra beaver populations were smaller and easier to trap due to topography, so their populations were wiped out 100 years before Grinnell’s seminal work.

Before capitalizing on those precious “savings accounts” of water that high Sierra beaver could give California, the people of California have to buy the idea that beaver were here. They have to believe that supporting the expansion of their numbers and range is restoration instead of a new invasion, a la the 1946 experiment in Patagonia (Chile and Argentina), which has been an unmitigated disaster, the North American beaver being completely foreign to South America.

The second problem is the belief that beavers do more harm than good. The animal has been framed as vermin for 100 years. In some California counties there is no limit to the number of beavers you can kill in season. This is a public perception problem.

Beavers undoubtedly cause flooding where they build dams, and valuable property can suffer: orchards can suffer from both flooding and girdling by little teeth. Infrastructure can be put at risk if beaver populations are not managed. Advocates say there are remedies for most beaver/human conflicts. For example, it’s easy to protect valuable trees with fencing or painting the base with latex paint mixed with sand. The animal is tarred with stigma through the common name of Giardia: beaver fever. In fact, “it has never been demonstrated that the type of giardia beavers carry causes giardiasis in humans,” according to the Washington Department of Fish and Wildlife.

Although individual cases of conflict can be solved (as they did famously in Martinez, CA, now the home of an annual Beaver Festival), there is a lack of information in favor of beavers as a way to solve problems. There is a need for more data supporting the benefits of beaver dams to watersheds for surface water retention, water quantity and quality, and benefits to endangered species. There are loads of observations of these things, but a lack of rigorous research to support it. According to Dolman, scientists need to tease out the “beaver signal” between watersheds with and without beaver ponds.

A third problem specific to California is that beavers were introduced or reintroduced in a widespread, haphazard way as a way to combat erosion in the period after the Tappe report. Other western states also reintroduced beaver, including using parachutes, but they did it on the scale of 200-300 animals. Dolman says the exact figure is unknown, but it is believed that around 1,200 beaver were released in California in that period. Looking back, it appears to have been irresponsible rebeavering. Besides bringing in beaver from other states (instead of sustainably cultivating local populations), it contributed to the confusion about what constituted native habitat for beaver and created conflicts with landowners.

So, What Next?

Besides publicizing the evidence that beavers are native to most of California, quantifying the benefits of beaver ponds for surface water retention (particularly interesting in the current historic California drought), changing public perception of beavers as vermin, and convincing people that beavers will not be parachuted into your backyard, wildlife managers need to get a fix on the current status of beavers in California.

A recent meeting between California Department of Fish and Wildlife (CDFW) staff and beaver advocates started with the staff asking the advocates how many beavers are in the state, according to Dolman. The last state-issued report on the matter was by Tappe: the current condition of the beaver in California is unknown. An online Beaver Mapper has been created to help with this problem.

The CDFW, the agency responsible for beaver population management in the state, is not about to start moving beavers around. But they also don’t want to ignore what beaver advocates are saying about their value for surface water retention and with the state’s old water retention system—snowpack—on its way out. Also, there’s legal liability to consider. It’s possible that in one hunting season, in a county where there is no limit on beavers killed for recreation, an entire beaver family maintaining a pond on which federally and state endangered species depend for survival could be lost. This would put the CDFW in the position of defending an “incidental take” of endangered species in a court of law.

So, the CDFW is cautiously showing interest in what the beaver believers have to say. There appears to be momentum behind locating and evaluating populations for possible increased protection. Sierra mountain meadows and their far-downstream neighbors, thirsty ranches and farms, may eventually see the benefits.

California: The Rebeavering

Consisting mostly of the results of an extensive interview Brock Dolman, Director of the WATER Institute at the Occidental Arts and Ecology Center, a leading beaver believer in the California movement for rebeavering. I actually interviewed more people for this article than for any of my previous articles, but he was very generous with his time and energy. By the end of the interview I felt like I'd been recruited to join the movement!

I come from a place where beavers are a-plenty (the swamps between Lake Ontario and the Tug Hill Plateau, west of the New York's Adirondack Park) and quite frankly considered pests, so this article gave me a chance to think about the beaver's important role in water system management, and appreciate the possibilities they present to our parched state here in California.

New U.S. EPA video: "Anticipate, Prepare, Adapt."

Yesterday the U.S. Environmental Protection Agency (EPA) released a 3 min. 25 sec. YouTube video titled "Climate Change: The Cost of Inaction" featuring EPA Senior Advisor for Climate Adaptation Joel D. Scheraga (an economist by training). He ends the video by calling for viewers to reduce GHGs and  to "anticipate, prepare, adapt." The viewer is then directed to "epa.gov/climatechange/wycd" - "What you can do."

The video gives a quick overview of climate change impacts and examples of climate events in recent years that had large price tags for communities-- with price tag estimates captioning the photos and slo-mo videos of devastation from Sandy and Katrina, floods and droughts. Two of the highlights (well, lowlights) are in the U.S. west -- Lake Mead's current historic low behind the Hoover Dam and California's drought-driven wildfire season, priced here at "$260 million and rising in federal fire suppression" for the year thus far (wish there was a citation... is this just the U.S. Forest Service price tag,  is it actual or estimated?).

"What you can do" according to the EPA is do-able but not likely to change our adaptation outcomes, not even if every single one of us did them to our utmost extent at a household level. We are coached:
You can reduce emissions through simple actions like changing a light bulb, powering down electronics, using less water, and recycling. 
It's great to give people a list of 25 things "you can do" to reduce GHGs. Reducing GHGs today are crucial to the adaptation potential of coming generations.

But this problem requires industry-wide, government-wide, world-wide action. Eventually people will catch on that this household to-do list is the equivalent of asking "Do you think your leg is broken?" and suggesting "Make sure your grandchildren take calcium!" instead of "Call 911!"

EPA, where is your guidance on the video's closing commands, "anticipate, prepare, adapt"? 

The EPA "what you can do" page says NOTHING to the person who wants to prepare for today's impacts, addresses NONE of the factors that studies have shown lead to better outcomes after disasters (such as being socially connected to your community, having access to health care, having access to transportation, etc.). They could easily kick the reader over to a page about the importance of community gardens to food security and local environmental awareness-- starting or joining a garden is something "you can do" that might actually help people cope with the current and ongoing climate impacts. Or go to a climate march, like the one in NYC planned for tomorrow. Let the political powers-that-be know we care.

EPA, I like your video, but if you are worried about our communities dealing with climate impacts don't just tell us to change a light bulb and fix a dripping faucet. You can do better.

Santa Claus' Adaptation Plans for the North Pole

Santa Claus and the Melting North Pole: Is Christmas in Danger?

ATTENTION HUMAN CHILDREN: This message is from Elf Central in Muir Woods. We have been trying to reach you, but you might not have heard from the Muir Woods Elves before because we have had trouble getting our elf-mail (elf e-mail, which smells like peppermint) to transmit to human e-mail (which doesn’t smell like anything at all). If you get this message, then we’ve finally gotten the tinsel wires untangled. I hope this message gets to you, and it smells OK.


Your First Worry: How are Santa Claus and His Elves Doing with Climate Change?


FIRSTLY, Santa Claus says he is “fine, thanks for asking.” As long as humans continue to give each other gifts from the heart, he will be in good shape and Christmas will come on schedule, ice or no ice.
SECONDLY, the Ice Elves are very organized. They are really good planners – that’s how they are able to make your presents on time every year.  So, they started planning for climate change a long time ago. 

Of course, they have gotten really good with technology by making all your electronic toys.  So, if anyone can figure out what to do about climate change at the North Pole, the Ice Elves can.

If Christmas Will Be OK, Is There Anything That Santa and the Ice Elves Are Worried About?

Well, someone gave me a copy of Executive Memo XMAS-11-001 “On Climate Change and Its Effects RE: Santa’s Workshop Activities,” about the North Pole Workshop’s preparations for climate change.

I’m still just a Junior Correspondent, so I hope I don’t get in trouble for sharing this! (If I do, it might be a while before you get a message from me again!) The memo says it is “classified,” but I don’t know what that word means, so I hope it means that I should share it with everyone.

Executive Memo XMAS-11-001 “On Climate Change and Its Effects RE: Santa’s Workshop Activities”

Climate change is causing a lot of problems at the North Pole.  The three big ones are ice melting under the Workshop, getting fresh, non-salty water for the Workshop, and our neighbors who rely on ice—animals and humans— losing their homes.

          PROBLEM 1: Ice melting under the Workshop.
With the ice melting, it’s like the ground is moving!  The Workshop floor is already tilting where Mrs. Claus stores the old exercise bicycles (which are very heavy). This is only going to get worse as the ground gets warmer.

There used to be a LOT of ice up here which NEVER melted, and the ice prevented anybody from sailing a ship anywhere near the North Pole. We found
a group of scientists skiing near the Workshop in 2009 , and they said the North Pole might be a free-flowing ocean as soon as 2030. (That’s when today’s toddlers will be graduating from college)!

PROPOSED SOLUTION: Move the Workshop to an abandoned oil platform. We can call it Workshop Island. The reindeer might need their own platform for grazing and playing reindeer games.


QUESTION FOR SENIOR SCIENCE ELF: How can we generate electricity on Workshop Island? At the Workshop we have plenty of room for solar panels and windmills, but not on the oil platform. Can we use tidal and wave energy? We need to make enough energy for making toys AND gingerbread.


***NOTE TO SANTA: Look at this! A sea adventure resort built on an old oil platform! 

          PROBLEM 2: Getting water for the workshop.
Mrs. Claus needs the best-tasting fresh water for her delicious peppermint hot chocolate .  Right now, she uses melted ice.  Once the ice is gone, there will be nothing but salty sea water around us.
PROPOSED SOLUTION: Maybe… build a plant that removes salt from water (desalinize the water)?


NOTE FROM SENIOR SCIENCE ELF:  This creates a new problem, because removing salt from sea water takes a lot of energy and leaves behind icky salt sludge. What if instead, we collect rainwater and use less water? We should ask the Island Elves how they do it.



***NOTE TO SANTA:  Can you take shorter showers?

          PROBLEM 3: Our neighbors who rely on the ice— animals and humans— are losing their homes.
After all the ice melts, some animals who make the ice their home— like polar bears and walruses—  might have nowhere to go. Do they want to stay at the North Pole on their own abandoned oil platforms? We asked, and they said, “No, thanks, those are too small for us.” Do they want to live in zoos? They said, “No, thanks, we don’t want to give up our freedom.”

Our other neighbors at the North Pole are the people who have lived on the ice for centuries. These are the people humans often call Eskimos, even though there are actually many different nations living around the North Pole, including Inuit, Evenk, Yupik, and many others . We asked if they want their own abandoned oil platforms, and they said, “No, thanks, those are too small for us.” Do they want to move south to other lands? They said, “No, thanks, our culture is built on ice and snow: this is our home.”

These are our neighbors, and like any neighbors, we’ve always helped each other out when things have gone wrong… we should try to help them if we can.

PROPOSED SOLUTION: I don’t know. We need to keep talking to our neighbors and asking how we can help.


QUESTION FOR SENIOR SCIENCE ELF: Can we save the ice?
ANSWER FROM SENIOR SCIENCE ELF:  We can’t stop the ice from melting, but we can slow it down if we change how we do things. Can we get humans to slow climate change?


***NOTE TO SANTA: When you are traveling around the world, can you please tell the human children about ways to slow climate change so they can teach their parents? Maybe you can tell them to check these out:


    So, there you go, human children. Remember: don’t worry about Santa’s Workshop. The Ice Elves have it under control. Also:
  1. Keep learning about climate change and thinking of ways to slow it down. Ask your teachers about it!
  2. When you write your letter to Santa this year, also think about writing to the politicians who represent you in human government to tell them about the people, polar bears, and walruses who depend on the ice at the North Pole, and ask them to help them any way they can. (Get addresses for your representatives here: for the U.S. House of Representatives ; for the U.S. Senate ).
  3.  Try to use less water and electricity in your home. (How many ways can you think of to save energy around your house? ) You can help your parents save money and slow down climate change at the same time!
And the next time you visit Muir Woods, keep an eye out for elves and say hello if you see me (I’m the elf with my pointy ears tucked into my park ranger hat).

Endnote: On Talking About Climate Change with Children

This is a note for adults talking to children (or, adults talking to their inner child) about climate change. Climate change is an overwhelming and scary problem: it can make you feel helpless. A 2010 UC Berkeley study showed that it is dangerous to be too apocalyptic when talking about climate change, inspiring denial instead of action. When talking to children about climate change, try to focus on positive actions they can take to improve the situation. The future is not written in stone, and the children of today may yet dream up solutions we adults haven’t even considered yet!

The piece above is intended for children ages 10-13 (they might have stopped believing in Santa, but are still entertained by the idea). If you have younger kids, consider reading parts of it out loud to them and using it to open a conversation where they can ask questions and brainstorm their own solutions.

Here are some tips about talking to children about climate change:

  1. Talk about positive actions that they can do now.
  2. Try to keep it simple. It is a complex problem with a lot of dispute about the definition of the problem, its causes and solutions, but you can bottom-line it: scientists have shown us that the earth is warming, and it is changing our environment.
  3. Emphasize that we are all a part of the problem and the solution. Even people who question the reality of climate change are asking hard questions that can make our solutions better!

My Writings about Adaptation on the Bay Area Open Space Council's Blog, Part 3

Here is my post "Be Our Guest: When the Levee Breaks, Mama You Got to Go"on the issue of human versus natural system adaptation, and "ecosystem-based" adaptation, written for the Bay Area Open Space blog.

Part four, coming out next week, talks about California adaptation initiatives.

I love that the blog editor linked my title "When the Levee Breaks, Mama You Got to Go" to a recording of the Led Zeppelin song. I didn't explain in my post that the song is actually relevant-- written about the Great Mississippi Flood in 1927, which was as much an engineering disaster as a natural disaster. Read more about the 1927 flood in John Barry's book on the matter, Rising Tide, written well before Katrina. The U.S. GAO to the Fed: Get Your Adaptation Funding Ducks in a Row

The U.S. Government Accountability Office (GAO) has issued a new report: Climate Change Adaptation: Aligning Funding with Strategic Priorities (July 28, 2011). This 14-page report suggests that the U.S. government can't align funding with climate change adaptation priorities for two main reasons: officials across agencies lack a shared understanding of climate change adaptation priorities, and mechanisms intended to align funding with priorities are nonbinding. One suggested way to ameliorate the problem is a government-wide strategic planning process to coordinate a federal adaptation response.

I haven't had a chance to digest the report enough to comment on it, but I always expect to like GAO reports, and this one looks typically plain-spoken and action-oriented.
